So, I installed clean new 20H2, C++, Nvidia driver and it seems to work well on that version, game launched and I created character, no crashes after that yet.
I've already got Windows on 20H2, but it gives me the same error, so it's not the real fix, maybe for some of. I can't believe that I should format my whole ssd to make it work, this is total bs from CDProjekt, Gold stage? Really? If this is the game today, I don't want so see how it was in 04.16.20.
Just play with windows versions, upgrade / downgrade / try deferent versions and editions
disable overlays, uninstall graphic driver and install again, turn off background apps

Not quite, this is an instance where Dx12 will not correctly work with a very specific version of Windows. Just by owning Pro, means that your issue is different Im afraid.

Everything was solved simply, I upgraded to LTSC 1809, with all settings and applications saved, and the game started. I didn't check how it will work further, there is no time yet. But she started!
My config:
i7 4770k, 16GB RAM, GTX 1070 + latest driver (standard), game on SSD
Now Windows 10 LTSC 1809 + latest updates
PS: I advise you to make a backup copy of the system disk before updating.

I don't know if this will help those that have version 1607, but if you have the crash on launch with a newer version of windows check if you have a HDMI cable for your monitor. I had the launch crash and switching to an HDMI cable fixed the issue for me. My Windows version is 1909.
Hello again everyone, after trying everything BUT upgrading my windows to LTSC, nothing worked, from drivers to c++ etc., but I finally said f*** it and upgraded. The game launched on the first go. Was on LTSB 1607 previously
LTSB 2016. Ryzen 1600, RX 580, 16 gb ram, ssd. Same crash after "play" button. Really want the official message about it. Will it be supported or not. It will be funny if Windows 7 working and LTSB not. Temporary I installed latest Pro version just to play a game a bit but I will back to LTSB shortly (I need it). In my opinion - upgrade to LTSC / Pro is not really a "fix". It's not a fix when you need upgrade your OS build. LTSB 2016 better then LTSC (but it's offtopic) and also supported till 2026. For those who want and can upgrade to LTSC to play CP2077 - I think you better upgrade straight to Pro - it's a better option with newer components (wddm etc). For me - I just play a game a bit and go back to LTSB with hope that CDPR do some patch or something for this old build.
Don't worry nothing gonna change with your files. Just update from image.

2016 LTSB 1607 to 2019 LTSC 1809 is possible WITHOUT having to reformat, correct? I really don't want to reformat and lose all of my files just to play one video game.
I have installed LTSC 1809 and still receiving a crash after doing all the updates through Windows and on the latest driver as well. This is the following error I receive when going into the error documentation after receiving the "flatlined" error:
