I'm not yet certain this is the cause, but:
To unequip inventory items and to be able to scroll through some list/text UI elements I plugged a wireless mouse with a wheel into my computer. This works as expected, but since it's not my primary control device it will sleep after a minute or so. After a variable number of these events I can no longer use "F" to apply quickhacks, as only the scan results are displayed and no hack list appears, or correctly interact with nodes that I directly connect to (connect and then I can only disconnect). Exiting the game and restarting it has reset this condition three of the four times it's happened, but the last time (prep mission with Takamura for the parade to "test" the software) it didn't reset after a game exit/resume.
