The eye perception is very individual and this is not fully true in some occasions.I hope the ones that say they have higher frame rates of 60fps are playing on s TV/monitor that has a higher refresh rate (hz) than their frame rate. Because if you have a 60hz screen and are pushing (for example) 80 fps, you are really only getting 60 fps. Your monitor can only handle what it's max hz refresh rate is regardless if your fps is higher.

No, it is physically and mathematically impossible to "see" a frame rate that is higher than the refresh rate of the display. If the refresh reate is 60 Hz, that literally means the monitor/TV refreshes the screen 60 times per second. So if the screen can only refresh 60 times in a second, then it is not possible for the monitor display a frame rate higher than that. FRAPS and other tools use software to calculate the frame rate by gathering data from the graphics card, not the display device.It says so but believe I can tell the difference even on 60hz monitor.
