Honestly, the game looks great, but the main problem I have with it is the texture quality on foilage. It is downright bad from some angles and I don't understand why. The consoles have the vram for great textures too. I tend to think the 2013 reveal was created largely using post processing effects as opposed to fidelity. The volometric smoke and particles really could use an upgrade.
Yes, GTA V does 100% look better than this game on PC and it's a shame really, but as long as it is fixed by the developers (which I prefer) or the modding community it will be fine. The game is truly awesome, just doesn't have the visuals I like to see out of a 2015 PC AAA title. Shadow of Mordor looks better, AC Unity, Dragon Age inquisition. All of those titles are open world games, so it's not an excuse. Let's face it, they skimped on PC development. They said they worked with nvidia, but don't have PCSS or TXAA? The lack of antialiasing options is weird for a supposedly PC-Centric title. Where are the god rays? The Phsyx? They can definitely fix it with some graphical patches, but they clearly dropped the ball on PC development.
I guess that's where we are at guys, let's face it no developer is going to cater to the high end PC crowd. There is more money in consoles and that's where the focus is going to lie if they want to make the most money, it's simple business. As long as they continue to make games for PC I will suffer through because even if PC doesn't look much better it always does.
