Wolf Gear School Tier 1 (Second Power Cell) Polished Crystal.
The Polished Crystal to power the second portal of elvish works from design. Where was I, right... The polished crystal that you access on the makeshift wooden structure on the side of the steep cliff. Getting sidetracked.... Anyhow it does not seem to exist on the ledge. I partly opened the portal so it is in a unstable state of not being able to carry Geralt through, but simply drops him off straight into the valley.
Sadly I've not gotten my hands of Tier 1 diagrams so I would wish this to be fixed as early as possible.
As you can see it's simply not there. ( Using steam version.)
