[Wolven Armor] missing flappy jacket meshes

I wanted to edit the Level 1 Wolven Armor and opened the w2mesh file in The Witcher 3D model converter and the lower parts of the jacket (which have jiggle physics) aren't there, as if those other parts are from a different file or something. I've looked everywhere in my uncooked files and folders and didn't find anything.

As you can see, parts of the jacket aren't there

I tried using dozens of different uncooking tools which didn't help
I tried opening the files in The Wolven Kit and it didn't point out any other model files which could be the missing mesh
(interestingly, when I edited the xml file associated with the mesh, it didn't make changes to missing parts to jacket)
When the model is opened in Blender the meshes were still missing
Any ideas? I feel like i'm missing something big here
 
Just throwing this out there, but the elements of the jacket that are missing are also the parts that can be dyed different colors. It's possible that the "flaps" are now different assets -- not part of the base mesh.

Those are Apex cloth meshes - they're separate asset because they're physically simulated as cloth.
I don't think there's an export tool to get cooked redcloth back to a simple mesh.
