I agree with a lot that has been said in this thread. I took notes as I was playing and my "niggles" list (annoying but not necessary) is longer than the cool things and the issues list:
FYI, PC 10600k/2060S/1080p Ultra settings with RT, 40-55fps
Issues:
-Glitching during the Panam cave attack... literally wound up insider he head during the drive in.
-My character is not showing up in the reflective glass like the npc does (and the NPC looks like crap)
-Head gear not showing up in the mirror.
-I randomly pop out of crouch/stealth mode when I trip over a piece of trash
-"I Fought The Law" checkpoint bug still exists, can't complete.
Annoying:
Mostly just immersion issues and simple things I would expect to already be in an A+ game with a 6 year dev time.
-Drivers, their arms don't move with the steering wheel, it just rotates under their hands.
-Delemain (SPOILER)
-NPC banter repetitive. You hear the start of something interesting and then it trails off.
-Cars need to be able to be modified, also the steering is numb and vague
-Driver AI is dumb, like GTA IV dumb.
-Stealth needs an upgrade. As long as you aren't in the enemies' cone of vision they can't see you even after knocking over a bunch of trash making a lot of noise and standing in a spotlight.
-Important NPC conversations get cut off by events, you drive to an area too fast and this interesting conversation you are having abruptly ends and goes into the next scene.
-Street NPC's are horribly repetitive, can see the same NPC 3 times within couple of minutes walking down the street.
-The risque aspect isn't there, for a city of corruption and evil, a slave to all the baseness in humanity, exemplifying the seven deadly sins... V really comes across as a white knight not a merc. I guess that's ok, but Silverhand is a MUCH better representative of what I thought this game was going to be. He's gritty, self-centered, passionate, unpredictable, and violent. He basks in the chaos he creates. And then he becomes a wet nurse to V. I enjoyed playing him in the sequences.
I could go on, but this is not what I was expecting. If anything, this release feels like Skyrim, but at least Skyrim made interesting NPC's. We cut Bethesda a lot of slack for Elder Scrolls 5 because of all the bugs, but the game was (and still is) immersive and epic. They also handed us the keys to the game with the Toolkit and said "have fun!", I hope you do the same.
You are not Bethesda, this is not 2009, you oversold the game. It is not a crushing disappointment, but it's like getting a sweater for Christmas instead of a PS5 from your grandma.

When you get a Delemain taxi at the end of a certain quest, but it's just a driveable car. I was expecting since it has a self driving AI to be, you know, able to drive by itself? Give it a destination and it takes you there, but nope, boring car
