Where do i find those bandits??

Wiki author GameWidow said she knew the potential journal entries existed but did not know where to find the bandits. If anybody does know, they haven't said. My best guess is the bandits aren't in the game, and the phase won't occur.

yeah i found those entries in quest file too, but no triggers in anywhere
