Would you settle for ultra/uber quality to look like the 35 minute footage?
At this point, I'm more than willing to settle for ultra/uber quality to look like what was shown in the 35 minute gameplay footage they released last year. The VGX trailer and the NVidia tech demo footage would only be playable on extremely high end machines which are inaccessible to the majority of PC players, so I completely understand CDPR not using those assets/settings for the main game.
However, the 35 minute footage that was released last year was run on a single GTX Titan of the Kepler variety if I'm not mistaken. While it was a very high end card in it's day, it is now outperformed by much lower priced cards such as the GTX 970 and even the R9 290x, mostly due to Kepler's lower compute performance..
Also the 35 minute gameplay video wasn't just some snippet or a vertical slice as they call it. It was a fully fledged gameplay demo featuring multiple areas including Novigrad which is likely the most, or one of the most taxing areas in the entire game. So the level of quality could easily be representative of the full game, unlike the VGX and NVidia tech demo trailers..

As you can see, the PC version from the E3 2014 demo is far superior to the PS4 version, and about what I'd expect given the large disproportion between a high end GPU like the original Titan, and the GPU found in the PS4.. Just a few of the differences:
1) PC version has a lot more higher quality vegetation and of course, superior ambient occlusion.
2) PC version has real time screen space reflections compared to approximations used in the PS4 version.
3) PC version has much longer draw distances.
4) PC version has much higher LoD generally speaking, including meshes, polygon count, shaders etcetera..
5) PC version has higher NPC counts..
These are just a few of the improvements over the PS4 version from the E3 build last year, and as such it is even better looking than the current PC footage we've seen over the past few weeks in my opinion.. But the point is, this should be very attainable and playable for those with high end systems..
