[xbox one x] Vibration Feedback To Secondary Controller

Two controllers on XBox One X.
Controller 1 - Used to login to XBox, Account Signed into this Controller
Controller 2 - Charging with Charge And Play - UBS connected cord, Controller turns on automatically when attached to XBox. Connected after logging in with Controller 1.

Mission - The Gift - Driving car.
Controller 1 - No Vibration
Controller 2 - Vibration feedback goes to controller.

Test
Pause
Turn off Controller 2.
Un-pause
Vibration feedback occurs on Controller 1.
Pause
Turn on Controller 2,
Un-pause
Vibration feedback on Controller 2, No Vibration feedback on Controller 1.
