I don't know if this is intended, but when aiming a smart weapon after 2.0 will aim for the heads instead of just spraying. This behavior negates ' Skippy's ' unique ability.
This makes Kappa a very decent stealth pistol, unless the target is a skull, then you need to switch to a power pistol...
Ranged weapons compared to what they were pre-2.0, most ranged weapons are hitting weaker.
All weapons lost elemental bonus dmg.
Rolvers lost 50% headshot multiplier, 50% base dmg, lost their silencer slot. (All due to outdoing snipers in the same role)
Tech weapons lost 100% bonus charged dmg...
Look in your chars stats window. Mitigation chance is not just from perks but also from base reflexs and strength. Cool has perks that also boost mitigation chance. Again another source for it is from cyberware.
I added up the grand total of mitigation chance to be something like 500% when...
For crafting basic version they are there, for upgrading, only iconics. For non-iconics, you just have to find them in the field. Forget buying them, you'll go broke just buying 1 once.
Effective Range by meaning alone is the range in which full dmg is done and less after that. If the devs want it to mean Max Range, then they need to change it to that.

Vulnerability thing, that only works with active targets once combat starts, but if you're stealth sniping and not starting combat, it is of zero use.
