Have tried walking a few kilometres away and getting no text she seems frozen at the station

I am at the train station and the mission text says dicuss the plan with the nomads however the nomads and panam just stare at me blankly no matter how close I get. I have tried blowing them up with grenades, running them over with a car and nothing. I know this bug has been mentioned many...
