Same issues for me. Bugged sitting on an invisible chair near the tank after Saul scene. No fix in 1.05 from the looks of it :( No word from Devs on the Panam issues either- GrayishGames

[Panam Quest Bug] - Can't talk to her at the end of Queen of the Highway
I am also getting EXACT same issue. Same place, same stance, same step, same Saul bug. Hoping for fix soon. I've tried waiting, grenading (lol), walking EVERYWHERE, calling, and more. No fix. Stuck doing side quests until this is fixed because this is the PATH I WANTED TO CHOOSE. Thanks for...- GrayishGames
