just walking along the empty bottle store and theres a vendor and a merchant that sells empty bottles, im guessing from all his drink lol, then i went to find him and hes on the floor passed out, hes not a marked npcs so its not like youd even notice him less a quests pops up, ive seen him mentioed on notice boards but didnt think id find him
