[TW1] How open all .tlk files?

Hi everyone, I'm trying to translate The Full Combat Rebalance Mod in italian but I can't open my .tlk language file (dialog_13.tlk). I use TlkEdit-R13d to open .tlk but the only files that the program can open are dialog_3.tlk (english language) and dialog_5.tlk (polish language). Anyone have had a solution for this problem?

You need to tlkeditor. this file in here;
