In this case it does look more like a mod issue. There isn‘t much you can do to patch this. Mods for TW3 are not developed by CDPR.
Besides, one ng+ run is already tricky to balance. Allowing more than one ng+ probably isn‘t as easy as it may sound.
In every CCG there are meta decks that are played more often. I know playing against strong decks can be frustrating but blaming people for playing decks that work is kind of pointless.

Make sure you have enough free space on your PS4 harddrive. Other than that (and reinstalling the game), there's probably not much you can do.
