Stats affecting the mission is great, like doors you need to force or engineer open to take different paths. Missions that you simply can't complete if you decided not to build points into a certain stat is absolute terrible design.

Are you kidding me? You are blaming the players now for getting stuck mid-game and not being able to complete one of the achievements without a proper save to reload to? For shame...

Yeah, I'm on PC and got confused as well -- I had no indicator of a spot to sit/lean and "wait" (like other missions, so I think this is still buggy) so had no idea where to go. If you go to Megabuilding H8 (Westbrook/Japantown) and go to the afternoon ( I think I was after 2pm) everything moves...

This is still a thing as of today -- haven't tried the mod workarounds but this NPC getting stuck in the stairs and then falling down in them so you can't loot the body is still a very real thing.
