Yes it is true, merchants will refresh their own personal stock after a while
Any items you sell them will be permanently kept, in case the player wises to buy it back.
Because the inventory clutter creates lag when moving through a merchants stock. Fortunately....I did find a mod that does precisely what I needed to remove all of my sold items from their inventories.
