Cyberware Malfunction stacking making enemies unable to attack indefinitely?

I have recently noticed an issue with cyberware malfunction quickhack that completely disables the enemy I am fighting. It usually occurs with cyberpsychos or named enemies like Placide for instance. I stack multiple Cyberware Malfunction and then they just pivot around in circles not attacking indefinitely. I assume this is not working as intended. Can anyone tell me if this interaction is intended or if they have experienced the same issue?
 
Its probably doing what its suppose to do, multiple stacks of it permanently destroys cyberware and are they using Sandevistan type they might get knocked out for the duration of the sandy, sometimes they can glitch(since combat is over so quickly) so it might seem they are permanently dissable but just takes a long time to start reacting again. My advice next time it happens? fill em with lead! ;)
