I've tweaked just about every Graphical setting to try and mitigate the problem. Nothing has worked, I only have 4 Nexus Mods installed with the RedMod Modding Tools, Listed Below are the Mods and Above are the photos for reference. I listed the mods just in case but this happens regardless with/without mods running.

Likely due to one of the installed mods, probably "Ultra fog steam smoke and bloom" knowing some users reported this issue on the mod page (bugs section).
