No. People are complaining mostly about the RAM costs and what they see as a clumsy implementation of tracing. Your character gets 1 extra RAM for every four points in Intelligence, plus there are many cyberwares that add RAM, there is another 2 RAM from perks, and several other perks reduce the cost of QuickHacks in certain circumstances.

Just to check, this may not be the issue, but in case it is - the headgear drop is different from the other three drops, it is a 'custom drop' that is not available from every CP2077 stream. It is only available from the specific streamers listed at https://www.cyberpunk.net/en/twitch-drops
