Yes, it's indeed the original CP 2020 RPG sourcebook, and it's an amazing touch by CDP :)

Right now I can't test it, but we should be able to install them again manually right now, via GOG Galaxy, by going to the Witcher 3 game page, "get backup & extras", then looking for the two new DLCs at the bottom of the list and installing them.

Same thing just happened to me (yep, saw the tweet as well); looks like we won't be able to play again 'til they restore the new DLCs later this afternoon (CET/GMT time)
