Run Steam and the Witcher exe as Admin.

Steam and the game need to be run as Administrator (right-click run as Admin or change it in the properties). I switched to the GoG version so I wouldn't have to run Steam as Admin, since Valve stated Steam should never be run as Admin.

I don't mean with an Admin account. I mean give it Admin privileges in the properties (right-click the executable -> Properties).

I'm stealing the answer from a different thread. Right-click on the executable and check out the Details tab or look in the readme. I think the first method will be more accurate for you, if the patching is failing.

If you re-downloaded it from Steam, then you'd have the 1.35 version from the get-go. All of the patches would have been included in the fresh install & you should have seen their patcher running 2 or 3 times during the first fresh launch.
