This is not a bug. You can see it in any RPG. Merchants buy items from you for much lower prices than they sell them to you. Also I think different merchants have different prices. It's business :)

It's a confirmed UI bug, the rune itself actually gives some % (2/3/5, I don't remember) of attack power bonus. Promised to be fixed in the nearest patch.

I have experienced this too. The possible cause is the grey quest due to the high player level. Quest - Level 5, Geralt - Level 11 I loaded previous save and decided to postpone The Whispering Hillock until the bug is fixed.

You could probably play with the user.settings file. Go to http://www.geforce.com/whats-new/guides/the-witcher-3-wild-hunt-graphics-performance-and-tweaking-guide. Sections "Detail Level Tweaks" and maybe "Texture Streaming Tweaks" Don't forget to backup the original file!

Use MSI Afterburner to check GPU temp and also try to lower GPU clocks. Probably your card is factory overclocked. Downclock it to the stock values or just 50-100 MHz and see if it helps. Update - your card is really overclocked. Core clock 1202 (boost) and 1150 instead of 1111 (boost) and...
