Did you try the newest DLC pack? Download it and find a save file before the beginning of the quest and try again.

I did the quest on 1.10 a few days ago and didn't had any problems completing it.

I never experienced any stutters like in your video and I almost have the same specs as you. but I always play with a controller anyway maybe thats why.
