Processor and video card are hardly loaded at all

+
I have r5 2600x, 32gb 2400 ddr4, rtx 3060, m2, but in game, on high considering rtx and dlss on quality, only 30 fps. And the point is that the video card during the game is loaded only 5-10%, and the processor only on 2 threads at 70-90%, and the rest so completely, only at 50%. I made a screenshot of loading from Task Manager right after I minimised the game. Tried restarting the game, the game is licensed in Steam. Tried to run on directx 11, fps better, but the load +- the same, and play without rtx no desire.

The cpu might be limiting the GPU, so I‘m not sure setting everything to high is the best way to go for many fps for Cyberpunk. If raytracing is on, I would definitely turn it off. Also it might be a good idea, to close non-essential background apps in case something else is interfering with gpu usage. In case mods are installed, that can also affect performance negatively.

A while ago I read a few people claiming that deactivating Nvidia reflex low latency in the settings helped with gpu usage. I do not know if that is still a thing though…

Aside from that, CDPR support can be reached here

Your CPU is a bottle neck. You really shouln't be playing on high and, depending on your resolution, you might be making it worse. You shouldn't be playing on higher than 1080p.

The system requirements changed with PL's release and that applied to the based game.

If you look at this, for low, you need a Ryzen 5 1600. Which your CPU is barely a notch above.

And it's far weaker than the 7800X3D required for high.

Your GPU, on the other hand is about equivalent to a 2060 SUPER.

In other words, your CPU, on high, is definitely a bottleneck and can't keep up with your GPU. Thus leading to lower GPU usage as your GPU is ready to send more renders but your CPU just isn't ready for them. That, at the very least, is partially the issue if not entirely.

I say partially because there have been reports of underutilized GPUs on top end PCs and this might be part of your issue. What @devivre said about Nvidia reflex is one way some people reported they fixed the issue but there have been many ways reported to fix this and you would have to Google search for all of them and try them. Just type "Cyberpunk 2077 low GPU use" and you'll find a lot of threads on the subject with various ways people managed to fix it.

But start by lowering your graphics to the lowest at 1080p. If things are normal, then you can start playing around with your settings to see what you can raise and what you can't. Crowd density is particularly hard on CPUs.

Do note that if you do not own PL and are playing the game through Steam or GOG, you can revert to 1.63 and the older requirements. If you own PL and do this, you will lose access to PL.
