Only way I play is to deactivate the police from responding, doubt this will ever be fixed properly.

same here. police shouldn't home in on the player automatically for things they couldn't possibly know you committed. it should either take a longer time while they process the scene and speak to witnesses, etc so you can disappear or they need to be in the vicinity and spot you themselves. ie we need patrolling cops
