This only flared up a while ago, but now it's a fairly persistent issue when I play.
Basically, certain background looped sounds or even some other sound effects, only play when I'm moving V or the camera around. It's very distracting, of course, but it also means that if I'm not moving in conversations, for example, a lot of the sound atmosphere is entirely silent.
I've had trouble finding others who have reported similar issues. Only a steam created earlier this month makes mention of it: https://steamcommunity.com/app/1091500/discussions/7/7098294290822512062/

It feels like this should be more common - it can't just be me who this has happened to. I will start troubleshooting by removing mods one by one now and I'll get back here if I find the cause.
Edit: The first mod I tried removing seems to have fixed it (Metro System). I'll have to keep testing to make sure.
