Not really sure what is going on here or how to give a useful description, except police violence 
So I noticed this too. See at the bottom right of your screen how theres a picture of a gun? Every now and then when you boot up the game or reload a save, this will happen. I believe the game thinks you have your weapon drawn and the neutral/hostile npcs will react to you as if you're waving a gun in their face.
As a temp fix, you can quickly draw and put away your weapon.
Oddly enough, when my game buggs out like this my icon is always the starter pistol (even when I don't have a pistol on me) and I can't see my ammo like you can. Not sure why yours is a completely different weapon

for no reson they attack
it's ok if a gang attack but police that is stupid
It is annoying, but as always, a little report to CDPR could be a good idea

Run away when they are dead to loose your bounty and save/quit/relaunch the game (for a "clean save reload").
Normally after, it should be fine (except after some times, if they respawn at the same place)
