Bug: Side quest; Paranoia

Been trying to do the side quest Paranoia where you jump on the cafe to follow the cables to the quest objective. But it won't let me jump on the cafe from the dumpster.

Anyone else had this?

yep, they changed the properties of the wall. Cannot pull yourself up there anymore. BUT.. I read you can park your car near the building and use that as a jumping point or do what I did and wait for dbl jump
