Can't start Nocturne mission

After patch 1.05 came out I was finally able to complete Tapeworm as that mission was bugged too, but now I have a new issue I cannot start Nocturne as of patch 1.06. I tried loading an older save but the mission still wouldn't start. As of right now Tapeworm is no longer in my completed missions and there's no story mission available and I haven't been able to find anyone else having this issue. Am I really gonna have to start a new playthrough at this point?

In order to progress the quest, I need to call either one of my contacts.
Panam or Hanako for this matter.
When I choose the dialouge option "Call ... " nothing happens.
I keep talking to Johnny about my choice and when I finish, nothing.
Same happens if I decide earlier mid conversation to "Call Panam" to say my goodbyes.

The call just doesnt happen, I cant bring up the phone menu to do it manually either - the phone icon is blocked, when I press the button it fills but nothing happens,
Cant jump, cant sprint, cant use the elevator to get down

I've reloaded the save at quest start, before entering the elevator leading to Hanako... could use the phone there, then, it seems, it gets blocked after waking up at Viktor's

Any ideas?
