"DLSS Ray Reconstruction" is not available on graphics settings page (screenshot #1).

Cyberpunk 2077 + Phantom Liberty
Steam version 2.12

Operating System: Windows 11 Pro (64-bit, 23H2, build 22631.3374).
GPU model: NVIDIA GeForce RTX 4080 Laptop GPU (screenshot #2).
GPU driver version: 552.22 (31.0.15.5222, 2024.04.16).

Please fix it in future updates of the game.

You need Ray-traced Reflections on that's why.
