Phone calls are bugged. They probably should have made all such conversation things modal.
There is actually a lot of things that can't be done during a phone call. As in example: Stealth Kills, Saving... I didn't pay attention if I can't change clothes while on that too, but I wouldn't be surprised
Had a new bug with phone last night, after downing a cyberpsyco I was pressing "A" (left strafe) over to psyco & looting him (PC) at same time as Regina phoned after the call ended my character was stuck in left strafe, had to reload save.
The more I play the more disappointed I get as more & more things break the game is so undercooked.
