Interesting GPU behaviour

With path tracing enabled it sometimes can look as if you are CPU limited when you see GPU usage drop to like 80-90 % and fps drop a little bit below 60 (no framegen).
However, in this particular scene lowering the resolution still improved performance significantly.
So could this be that the path tracing is actually not loading the GPU core fully, but other parts of the GPU, where then the GPU core is not the bottleneck because the card is already at maximum power usage, or am i not understanding this correctly ?
 
ray tracing is loaded on specific cores on the GPU, but rendering them at a lower rez would reduce load, it wouldn't affect the raser cores but it might have a maximum power load.
 
I have to say the game has become more CPU intensive with Path tracing enabled than before.
At least that is when you look for the spots hammer the system to the brim.
Like the marketplace close to your appartment.
Before patch i got 70-80 fps when CPU limited.
After patch i get 55-70 fps when CPU limited.
