Is the Psalm 11 6 crafting spec drop level limited?

I thought you could get ti early but ive just tried to get it at lvl 34 and the boss is just dropping epic weapons, no crafting spec...I just looted the Buzzsaw spec so i know they are dropping.

I tried reloading but nothing, is it a level thing?

There was a bug, where Tom Ayer sometime didnt drop the crafting spec. I dont think that was ever fixed.
You'll have to reload and try again.

Yeah, and maybe kill him first when he out of combat.
Never had any problem, but after testing a bit a while ago, if I killed him in combat he didn't drop the crafting spec. But if I kill him out of combat (stealth), he always drop it.

I have the spec and at level 5 so for me it was as usual. Xbox

So I just obtained the buzzsaw crafting spec and after checking my map a little bit later I saw the organized crime activity to obtain the psalm 11 6. My guess is because they were so close to each other they can’t spawn at the same time.
