As the title describes, I'm having an issue with a locked CPU clock of 3.19 Ghz and have noticed that my framerate decreases as time goes on - restarting the game resolves the fps degradation. My specs can be found below:
Windows 10 Home edition, 64-bit
CPU: i9 9900KS @ 4.00Ghz, Turbo at 5 Ghz (CPU should reach 5 Ghz once a video game application opens)
GPU: GeForce 2070 Super, 1605 Mhz at core, 7000 Mhz at memory, 8Gb VRAM
16Gb of RAM @ 1600 Mhz, OC via XMP profile to 2800 Mhz during high use
MOBO: Asus Prime Z390-A
750 Watt PSU, non-modular
Newest GPU drivers installed
Game is running at 1080p, between 90-120fps until 2 or 3 hours in and fps degrades to ~60. (Restart required to fix)
Cyberpunk is currently the only game that has this issue for me. Every other game runs at the Turbo clock of 5 Ghz. A few other people have mentioned this issue on Reddit, but I have not seen a solution:

The Windows monitor does not accurately show some data, i.e; the GPU usage is not correct, nor is the CPU usage in most cases. MSI Afterburner image shows different values and is attached.
Any help would be appreciated.
