On previous playthroughs i encountered this NPC but didn't see the glitch but just now i saw what the NPC described, meaning the glitch is part of the game.
Previously i stole Dex's limo from outside Afterlife, drove it down the road and round the corner and found a bunch of Netwatch agents so i rocked up for a chat and one of them spoke to me in Dex's voice and said "don't make me remind you who the boss is around here", i then found quite a few purple limos driving round, every single one occupied by Arasaka employees.
I know all this sounds like the ravings a cyberpsycho but that's what they want you to think!
