What I did and it didn't work:

[Hardware]
- GPU replacement (2080 to 3070)
- Monitor replacement
- video cable replacement
- PSU replacement
- PSU power cable replacement
- Motherboard replacement (b450 to b550)
- CPU replacement (5600x to 5700x)

[Software]
- bios reset
- MSI afteburner settings reset
- windows reinstallation (tried 10 and 11)
- uninstalled video driver via DDU and installed via NVCleanstall (only gpu driver)
- fresh game installation
- no mods
- all presets of graphics settings
- started new game

MB: MSI MPG B550 GAMING PLUS
CPU: Ryzen 5700x
RAM: Kingston HyperX FURY Black 8x4
GPU: RTX 3070 Evga FTW3
Storage: 3 SSD (1 SATA, 2 M2 nvme) (game on M2 nvme)
