It's you who needs to keep an open mind about this.
This could very well be a hardware issue. Everyone who owns a PS4pro got the exact same game, the only variable in this equation is people's hardware. Consoles might all have the same hardware but the state they're in varies. Additionally, a quick Google search seems to indicate your problem isn't common at all. In fact, I couldn't find anyone else experiencing this with Cyberpunk 2077.
I'm not saying that this issue is absolutely on your end. I am saying you should keep an open mind about it because it very well might be. The game is very taxing on any hardware and, quite frankly, shouldn't have been released on last-gen at all.

@Bartinga2077 is talking about since, as far as I know, the game on PS4Pro is locked at 30 FPS anyway and that's set at the developers' level. You have no control over it. I know plenty of games offer you a to choose between graphic fidelity (lock at 30FPS) and FPS(allows 60FPS) on a PS4Pro, if that's the case, then you might be on higher FPS setting but either way it shouldn't really matter since the fans start and shut off based on temperatures. If such a setting exists, try turning it to the other one to see how that goes.
I see you indicated you have cleaned it. When you say you cleaned it, do you mean you opened the console and cleaned it or just cleaned it from the exterior as best you could?
Have you tried re-installing the game? I guess it's possible some files got corrupted in the installation and is messing with your fans?
I admit I haven't used my PS4pro in a while, maybe there are new settings that allow limiting FPS at the user's level and I'm playing the game on PC so I have no personal experience with CP2077 on PS4pro. I did find plenty of other people experiencing the same issue you are with others games though and the end result always seem to be faulty hardware.

A faulty fan is a quick, cheap and easy fix. It's not that bad if that's the issue.
