Strange building in Arroyo

Guys this drives me crazy! There is a building in Arroyo looking exactly like the box of the Collector's Edition, and I can't enter, but I have no idea what it's significance is.
Anybody knows anything about this?

It's kinda ironic if it's cut content, but they based the cardboard box of the Collector's Edition on the building, or vice versa!
