The current state of weapon attachments/upgrades/vendors isn't great.

The game should encourage people to spend their money. Yet why would ANYONE buy a weapon from a weapon vendor? First of all, their prices are utterly unaffordable. Why is a Rayfield Aerondight cheaper than basic low-end pistols? Additionally, weapon vendors appear to be incapable of selling Tier 5+ (in fact I don't think they sell any + tier items). Now lastly, let's say you really wanted to buy an UNMODDED weapon, because you can barely find any unmodded weapons in the wild... well, guess what - weapon vendors appear to be LIMITED to always only sell neutered guns that are always lacking one mod slot. I checked every vendor and did not find a single one selling a weapon with the full suite of mod slots.

So there's no point in shopping for unmodded weapons at weapon vendors. Even if they sold Tier + weapons, you will always be missing a mod slot.

That means finding weapons in the wild is your only choice.

Except finding a weapon that isn't ruined with mods is impossible. I have used almost NO mods, because you can't find any weapons that are unmodded. They almost always have at least one mod installed. Additionally, the mod installed? It's basically always a green- or blue-tier mod. Which is trash when you're finding it on Tier 5+ weapons. Additionally, the mods are TRASH. Practically every gun has a 'makes the weapon non-lethal' mod. I've seen 'Makes the weapon lethal' and 'Makes the weapon non-lethal' at the same time on melee weapons.

I've tried to complete a collection of guns... let's say I want to find every model of gun, in Tier 5+, with no mods. After over a dozen hours, you know how many I found? Three. Of the three, only ONE doesn't have a hideous paint job. Every other Tier 5+ I find is ruined with mods or is missing all mod slots.

Please address this, this doesn't sound hard.

1) Personally I would PREFER that guns be less valuable. They're the primary source of income. Why are the guns I sell from running over three guys on the street more valuable than a gig reward? I'd PREFER that gigs TREMENDOUSLY have their reward values increased by literally ten-fold.

2) Weapon vendors should sell actually good guns. + tiers, with all mod slots. I'm buying a gun from the factory, why wouldn't it be in ideal shape? That's like saying a car you can steal on the street is always in better condition than the same car sold new from the dealership.

3) If we can't REMOVE mods, at least let us UPGRADE existing mods. If we're going to have to find a gun we like, when it's got a shitty green-tier mod on it, it's trash. If we could at least UPGRADE it to higher tiers using my existing upgrades, that'd be nice. But we don't get that option.

PS: Fix the damn attachments losing their quality level when you put them in the stash. Everybody knows this is happening, there's no way you haven't noticed it either.

I haven't had that experience at all. At one point I had to go through my stash and take out weapons with no mods because there was just way too many. Dogtown is a goldmine of top tier weapons, but rng is rng.
I think rnjesus is just messing with you.
Vendors, only use them for mods to use crafting for the xp.
In Night City much of what is sold is used. And the top tier stuff isn't sold to the general public. Its the lore of the game. I literally just read this last night in the Cyberpunk 2077 novel No Coincidence.
 
Today I found tier 2 guillotine with tier 5 sight and silencer. Should be impossible.
