You can get free cyberpunk using steam family share?

So i have the cyberpunk 2077 i bought it once it was announced by pre-order. I played i enjoyed it and my friend wanted to play and i said sure go nuts you can use my family share on steam and we made the family. but later once he get in the game he needed the GOG account he created one and boom he get a free game into that account. So i was like huh okay but i think he might need that family share to play. but later he downloaded the game through GOG launcher and played without needing my steam family share. So my guess is that everyone can get free cyberpunk 2077 game through steam family share for free? This needs to be fixed The image down below is the one that shows after he log in to his own account through GOG Launcher.
