As others gave stated. The AMD Ryzen issue does NOT only affect the 4 or 6 cores CPU. Here's my setup and I am currently running the game on LOW settings/no RTX and 45-70fps average:
Ryzen 7 2700x 8 core cpu
Nvidia RTX 2060
SSD (Sata 3 I think)
32gb 3200-3600rpm DDR4 Ram
1440p 144hz monitor
(Note I tried running at 1080p it did not help in the slightest)
There is no way with my setup I can't easily reach High setting with 120FPS with RTX off.
Anyone here got any tips?

Yes turn off V-sync and i have 16 cores
 


Hotfix 1.05 is now live on Xbox and PlayStation systems! PC version will follow soon.

  • Walking away from Stefan in Sweet Dreams shouldn't prevent other characters from calling you anymore.
  • Brick’s detonator should now be properly interactable for players to disarm. Or set off. Your call.
  • Elevator doors should now correctly open in The Heist.
  • Saul now correctly gets out of cars in Riders on the Storm.
  • Fixed an issue with not receiving new calls or messages after running too far away from Frank in War Pigs.
  • Jackie now correctly leaves the factory after the combat is finished in The Pickup.
  • Fixed an issue with Militech reinforcements not spawning if driving through the gate too fast in Forward to Death.
  • Skipping time while in the club in Violence no longer results in issues with progression.

  • Fixed an issue with not receiving new calls or messages after Pyramid Song has been abandoned midway.

  • Fixed an issue with objective getting stuck on "Talk to Viktor" in The Ripperdoc.
  • Fixed an issue whereby it was impossible to talk to the bouncer in front of Lizzie's in The Information.
  • Added description for Don't Lose Your Mind in the Journal.
  • Fixed an issue preventing player from saving, using fast travels, and talking to other NPCs after reloading a save with an active call with Frank in War Pigs.
  • Fixed an issue with Panam not calling about any other matter until I'll Fly Away is completed.
  • Fixed an issue with Dum Dum following V after The Pickup is finished.
Gameplay
  • Improved the reaction times of NPCs taking cover.
  • Corrected the number of shots needed to kill civilians from a distance while in combat.
Visual
  • Fixed an issue with Delamain's image displayed on top of the current caller during phone calls.
  • V's mouth doesn't stay open after entering the space lock in Where is My Mind.
  • Fixed some UI overlap issues.
  • V appears more modest in the inventory preview after the half year montage ;)
  • NPCs are faster to appear in the quest area during Stadium Love.
  • Added some warmth to HDR.
  • Fixed T-posing NPCs in Suspected Organized Crime Activity: Just Say No and Gig: Hot Merchandise.
  • Fixed an issue whereby after a braindance it was possible to be stuck in 3rd person view with no head.

  • Fixed an issue with weapon crosshair persisting on screen.
  • The inventory menu no longer closes immediately after opening it for the first time after leaving a car.
  • Fixed an issue whereby upon accessing a fast travel terminal the button shown on the top right corner prompting to open the quest journal would not work.
Performance & Stability
  • Multiple stability improvements, including crash fixes.
Miscellaneous
  • Offscreen explosions make noise now.
PC-specific
  • [AMD SMT] Optimized default core/thread utilization for 4-core and 6-core AMD Ryzen(tm) processors. 8-core, 12-core and 16-core processors remain unchanged and behaving as intended. This change was implemented in cooperation with AMD and based on tests on both sides indicating that performance improvement occurs only on CPUs with 6 cores and less.
  • Fixed an issue with the way Raw Input is collected.
  • Removed the use of AVX instruction set thus fixing crashes occurring at the end of the Prologue on processors not supporting AVX.
  • Removed debug console to prevent functions that could lead to crashes or blocked quests. This doesn't mean we don't want to support the modding community. Stay tuned for more info on that.
  • Ray traced reflections should no longer seem too bright in comparison to the environment.
  • Fixed an issue with Steam Overlay crash on game shutdown.
  • Removed the memory_pool_budgets.csv file. which was not connected with the final version of the game and had no influence on it (it was a leftover file used during the development to estimate memory usage. It had no effect on how much memory was actually allocated). Perceived performance increase after editing the file may have been related to restarting the game.
Console-specific
  • Improved image sharpness with Chromatic Aberration and Film Grain on.
  • Settings should no longer reset to default after several game session restarts.
  • Fixed visual issues occurring during the transition between The Heist and Love Like Fire.
  • Corrected the look of several vehicles.
  • [Xbox] Entering combat while Synaptic Accelerator is active no longer ends in player health bar not being displayed.
  • [Xbox] Game no longer becomes unresponsive when signing out from a profile when the controller disconnection message is visible.
  • Telemetry consent request will appear once more due to an earlier issue with settings reset.
  • Fixed an issue whereby it was possible to fall down the elevator shaft in Megabuilding H8 in Automatic Love.
While I won't be asking for a refund, I will be shelving the game until it is fixed, I can't righty play through to completion, a clearly unfinished game.
For the time I have played it (LVL 20), the noticeable fixes / inclusions that really need attention that I haven't seen to much mention of are.
- Acid rain
- Zoom out of mini map, while driving
- Drop the disassemble from the normal menu, make the player have some use for going back to the apartment, there is a weapons room there that basically serves no use, as I can disassemble weapons on the fly, make the player have to make a decision on what loot they need to keep instead of just taking everything and breaking it down straight away.
- AI characters realism while V is in passenger seat (their hands don't turn the steering wheel while making a turn)
- The screen reticle does not follow the weapon on continuous fire and the two veer in different directions.
- Add a Barber / Stylist to the game
- Make a consequence for damaging V's vehicles, an auto shop which requires cost to repair.
- Add all content that was removed from the game to push release, no matter how small.
- Stealth kills with Mantis Blades / Gorilla arms, add a different animation when making kills with these attached while in stealth.
 
My problem is I can't get past the red splash screen at the beginning. I can play the intro, hear the dialogue and watch until the red screen comes up. I hit Enter and nothing happens. I still have music, the red splash screen (which is still animated so the GPU didn't stop) and nothing else. Will this patch address this?
Dude press space bar not enter. Enter doesn't work for me either and symbol displayed says to press space bar.

Playing on a 3880x1200 this game is nauseating and i have to "hack" the game files to lower the FOV further than the settings allow by default, to make it flat enough, which at the same time "zooms" in so much, the point of using a widescreen is absolute moot. There is just no native widescreen support, differing aspect ratios are ignored, and instead you just get a gradually stretched 16:9.
 
Is this patch gonna fix my lag? I play the game with 20 FPS and it's not very fun... I hope this fix my video game cause right now I have a hard time driving in the city with my car... I keep crashing in wall
 
Probably not the most urgent fix, but an easy one.
Everytime I wear a hat (so always for the juicy armor/aesthetic) and I look at myself in the mirror my character appears bald, haven't seen my boy V with hair since character creation. Same thing with the shadow on the ground, i can clearly see my character is bald when i walk around, even if less bothersome/important.
Loving the game btw, enjoy your well deserved holydays!

this, and also the stubble on the face doesn't show up when in photo mode, only when you're IN the car, which is weird
 
I hope some audio issues will be addressed too. Sometimes there will be small "pockets" of audio that sound* extremely out of place. Imagine walking under an overpass and in one small spot is the sound of a plane constantly flying overhead. o_O

I have a 3700x, game FULLY MAXED OUT it tops at 70% usage, my friend on a 2700x tops at 85%, how are you people not getting enough perf from those CPUs? Are there some hidden settings that sap massive amounts of CPU power that I simply cannot find?
Well we are not without the .exe edit which enables SMT. I get occasional spikes up to 90% overall utilization on 16 threads after enabling SMT through HEX edit. That's not the problem. The problem is that by default the game only uses physical cores, resulting in massive under performance, stutters and frame drops on my system.
 
I still can't finish the quest with Panam, no option to talk with her ehh. So next fix in January, ehh

- 1.04 come out first to PC players, after come to consoles. In one week we have 2 patchs to multiplataforms.

I may be mistaken, but I suspect that people - besides ourselves, need to sleep, eat, bathe, give some attention to family members ... breathe ...But, I just suspect :)
