1.61 Rain Visual / Crowd Density, Coincidence maybe!

So I started playing cp2077 just after release on pc and played through fine. Currently on my 2nd play through at version 1.61 and the roads always look wet at night no rain, so today I turned my CROWD DENSITY down from high to med. To my surprise Rain is visible all of a sudden. So here I'm reporting on this due to it might be linked to CROWD DENSITY for some reason.

After saving and exiting the game I come back in to night city and back to shiny roads and no rain.
Will try to reproduce what happened.
