Alright. So I was trying to form a friendship with Meredith Stout to get more quests and suddenly she's jumping my bones completely without my permission! What the heck! Everyone else you try to romance, prostitutes aside, there is an obvious build up to where you're going unfortunately River turned me down sadly the absolute best romance option only for female V.
