Are some of the level 20 perks not working?

I just got cold blood and handguns to level 20 made merciless and good bad the ugly both level 20. Im not sure if im being dumb and i cant see a difference? or its not working

I don't know if it's related or not, but my Bartmoss Legacy didn't unlock anything...

You don't already have most (if not all) legendary QHs in your inventory ?
(In my case, it work for sure. Knowing that I'm unable to earn QHs from access point due to due bug which is still present in 1.6^^)

Hum, yes you already have all legendary QHs, even all the higher rarity QHs possible.
Check those I have (and there are no others).
