Sometimes they just don’t care. Sometimes I ambush trauma team or cops that are just standing next to a vehicle and nothing happens. Ru sure you didn’t kill bad cops who are in a NCPD sidequest? You’re supposed to kill them in that case so no alarm or search
If you removed/uninstalled your mods but keep playing on a save they were active, well, it could still a mod issue
