Character is stuck being naked and I cannot equip outfits/clothes

I have tried to look for a solution on this, and found a couple of threads as back as 2020 (But none have had a fix and/or a comment on how to deal with this). A week ago I finished the prologue and after that, because my character got hurt during the heist he got "Bandage Wrapping" as a special outfit.
When I remove the bandage wrapping outfit the character is naked and the clothes that I try putting on do not go on the character. I said ok, it could be a time thing or a mission that I need to complete so that I can see my clothes...? A couple days later this problem still persists. Does anyone know how I can fix this? I'll attach Two pictures of the character with the bandages and without below.

(I play on Steam if that's relevant)

I do use mods, although I wouldn't want to risk deleting them unless I know the problem is 100% from the mods. I've had this same problem in the past when I played on launch, but I don't remember how I fixed it the first time.

I tried to create and apply an outfit, problem stays.

Update...... I forgot I had this mod turned on for everything. I feel so dumb... thank you for making me think about the mods, though. I appreciate the comment.
