I'm not sure exactly what this issues should be listed under but as the title says I noticed all my Clothing mods downgraded after picking up my clothing while doing the quest "Sweet Dreams" The one where you are taken by Scavs. Not sure if it happens on any other quest.
I doubled checked a save file and did the quest twice to make sure.
Before starting the quest had all my gear filled with Legendary +75 Armor Armadillo mods.
When I loot the locker all my gear had random rarity mods and the Legendary ones that were left were for +64 armor.
This doesn't seem to effect weapon mods only clothing.
