Cut Content, DLC or just a sh***y border?

Tried to reach out to the mysterious part of the map where the rockets/space shuttles start from (seen a start only once, dont know if this is intended?).
You can spot my location on the map and the message i got there.
When i tried to swim further, i got resetted behind that point.
(Message is in german and says "You should return, there is nothing to see out here... not yet")

Also this isnt the only part of the map which seems to be in the game but not accessible/used, same with some parts in the desert and big parts of the map which are just never used?
Some buildings clearly have interior but can't be entered.


What do you think, cut content or will dlcs/ updates happen here?

I'm sure something to do with DLC will take place. The fact it says "yet" means they have plans for it.

I'm enjoying the game, but I'm gonna be a bit livid if this ends up a paid expansion...

They couldnt finish it because of stupid deadline. So they removed half-finished contents and save it later for DLCs ... hopefully.
There are more roadworks, you can see. Metrostation or Monorail should be interactive, but now it occupied by ghosts.

It seems, Cyberpunk 2077 is on Open Development.
